The Introduction of the new TQS, LQS and the Implications for First Nation’s Schools

Presenters: Dr. Noella Steinhauer

This session will explore the implications for First Nation schools with the introduction of the new Teacher Quality Standard (TQS) and Leadership Quality Standard (LQS).  The standards are scheduled to be implemented in September 2019 and the province is working fervently to prepare for the province wide implementation. Each of the standards include a number of competencies that teachers and school leaders will be required to meet.  Some of these areas include; fostering effective relationships, inclusive education, and applying foundational knowledge about First Nation, Metis, and Inuit peoples. Each competency includes specific indicators for measuring the competency. Unfortunately, the work and necessary resources to prepare First Nation schools for the implementation of the standards have not been realized by First Nation schools and can leave already underfunded First Nation schools struggling to meet the standards.   For example, teachers must demonstrate foundational knowledge about First Nation, Metis, and Inuit people, principals will require certification which involves additional university course work to achieve certification. In order to meet these standards First Nation schools will require additional resources so that their teachers and principals can meet the competencies, resources that First Nation schools do not have.
